The real estate market in India has undergone many changes since decades. 1) Hyderabad:

Admission for B. Arch in Architecture is based on written test conducted by NATA followed by an interview by MIDAS.

ECs for loans, properties will soon be online

Residents looking to buy property a couple of months down the line, may be able to pay a fee online, and get the required encumbrance certificate (EC) as a PDF file on their email.

An EC is necessary to buy property or avail of a housing loan. It is also required if one has to produce a solvency certificate

Tenders have been floated for the creation of a software that will enable this, and it is likely to be ready in about two months. The State government has already approved 11 banks for the payment of fees through net banking.

The initiative is aimed at simplifying the process of obtaining an EC.

“At present, residents can apply for an EC online, on the website http://www.tnreginet.net. After the application has been given in, the certificate has to be collected in person from the sub-registrar’s office or is sent by post. But the postal option, where payment has to be made through value payable post after delivery, is not very popular,” an official said.

Recently, Chief Minister Jayalalithaa’s made an announcement in the Assembly stating that property-owners will soon be able to view their certificates of encumbrance on property, online.

Sources in the registration department said this would be possible for free, once the system goes online. The software for free viewing is being developed in-house.

While it does not cost much to get an EC certificate, residents say the procedure is a hassle.

“I have been waiting for over a month for an EC at the Sriperumbudur sub-registrar office, as I need to avail of a bank loan,” said K. Murthy, a resident of Poonamallee.

For the first year, the certificate costs Rs. 15, and it is Rs. 5 for each subsequent year.

A computer fee of Rs. 100 is charged online, as well as a Re. 1 application fee, which can be paid in cash. However, if the site crashes at any sub-registrar’s office, there is a long delay and applicants are forced to wait.

The registration department has put up data up to 1987 on its servers, and now only needs to make it available online. Since banks require ECs of up to 30 years, many residents apply for these documents.

Officials said data from 1986 to 1975 was being entered into the systems, and is expected to be completed in six months.

The Chief Minister had also announced that copy documents (documents that are copies of deeds or transactions that deal with property) from 1864 that are stored sub-registrar offices would be microfilmed and digitalised.

“This is also required for property verification. At present, for residents to obtain certified copies of original documents, they have to pay computer fees of Rs. 100 and Rs. 10 per page for every year until 1987,” the official explained.

T. Raghu, a real estate consultant and resident of Mylapore, said that to get copy documents prior to 1987 it takes up to a month or more even.

“I have to beg and cajole the staff to get me the copies. At times they ask me to come after 10 days but when I go, they tell me to come back again,” he said.

He added that the move to make the documents available online was welcome. “It will be of immense help to lakhs of property owners and real estate consultants,” he said.

New investments in realty sector fall over 75% in Tamil Nadu: Report

The new investments in realty sector attracted by Tamil Nadu plummeted from over Rs 13,600 crore to just over Rs 3,300 crore during the period ranging between 2011-12 and 2012-13, thereby registering a significant year-on-year decline of over 75 per cent, industry body Assocham said today.

“However, Tamil Nadu has ranked third with a share of about eight per cent in the total value of new investments attracted by the real estate sector across India during the last fiscal,” according to a real estate sector specific analysis carried out by The Associated Chambers of Commerce and Industry of India (Assocham).

“States across India attracted new investments worth over Rs 42,000 crore in the real estate sector during 2012-13 which declined from over Rs 92,600 crore in 2011-12,” said D S Rawat, national secretary general of Assocham while releasing the chamber’s analysis.

While most of the states have seen a decline in attracting new investments in the realty sector, Gujarat has seen a surge of over 700 per cent as the state has attracted investments worth over Rs 17,000 crore as of March 2013 from just over Rs 2,000 crore a year ago.

“Kerala is another state which has seen massive growth of over 550 per cent in attracting new investments in real estate followed by Uttarakhand (400 per cent) and Rajasthan (175 per cent),” said Mr Rawat. “While almost rest of the states have seen a drop of over 50 per cent in new investments in the realty sector during the aforesaid period.”

While, Gujarat has maximum share of about 41 per cent in the new investments attracted by the real estate sector across India, the states of Maharashtra (over 17 per cent), Karnataka (10 per cent), Tamil Nadu (eight per cent) and Uttar Pradesh (over six per cent) are amid top five states with maximum share in this regard as per the Assocham analysis.

Besides, with a share of about 15 per cent, Gujarat is second only to Maharashtra which has maximum share of about 20 per cent in the total outstanding investments worth over Rs 14 lakh crore attracted by the real estate sector across India as of March 2013.

“Realty sector accounts for over 11 per cent share in total outstanding investments worth over Rs 122 lakh crore attracted by different sectors from various public and private sources across India,” said Rawat.

Maharashtra, Gujarat, Haryana, Karnataka and Andhra Pradesh are the top five states with highest share for attracting maximum outstanding investments in the real estate segment across India. Besides, these five states account for over 70 per cent of the total outstanding investments attracted by realty sector across India.

Tamil Nadu has attracted outstanding investments worth over Rs 88,600 crore in the real estate sector as of March 2013 and accounts for over six per cent share in total outstanding investments attracted by real estate sector across India.

Outstanding investments in real estate have risen by over 25 per cent throughout the country during the five year period of 2008-09 and 2012-13 while it grew by about 22 per cent in Tamil Nadu.

“The real estate sector in India has been plagued with serious problems of late like falling sales, rising construction costs, dampened market sentiment overall, sluggish economic growth, high interest rates, high inflation and poor industrial production ( IIP) due to which leading players in the sector had to sell of their land to reduce debt, private equity players have trimmed their exposure in realty sector and general slowdown in various industries has hit commercial real estate,” said Rawat.

North Chennai home rates grow fastest

Northern parts of Chennai have long been considered the backwater region of the city. But the residential price index (residex) put out by the National Housing Bank (NHB) shows that Ayanavaram, Kolathur and Purasawalkam have seen the maximum appreciation in residential prices in the last six years across the country.
Prices in these localities have registered a 650% growth during the period. In actual terms, apartment prices have gone up from 1,500 per sqft to more than 9,000 per sqft in Aynavaram. It is impressive taking into account the fact that the city’s overall residential index grew only 214% during the same period.

Areas that have witnessed the second highest increase in apartment prices are Virugambakkam, Anna Nagar, Kilpauk and Nungambakkam. The average price in Nungambakkam, for instance, has appreciated from 12,000 per sqft to 30,000 per sq ft. Going by the residex, Egmore and Chetpet, where prices were very high in 2007, have seen the minimum growth – just 76% in the last six years. Price in Egmore, for instance, has gone up from 8,500 per sqft to 15,000 per sqft.

On the other hand, prices have more than doubled in Dr Radhakrishnan Nagar more than tripled in Tondiarpet, Perambur, Chromepet, Guindy, Velachery, Mylapore, Adyar and Thiruvanmiyur. The south Chennai residential hubs started off at higher base prices in 2007 when the NHB started indexing residential price fluctuations across the country. Other areas such as Ashok Nagar, T Nagar and Saligramam have seen close to 400% increase.

Chennai’s growth is impressive in comparison with many other cities. The maximum growth in the National Capital Region has been 160%, in areas like Vasant Kunj, Punjabi Bagh and Shalimar Extension. The situation in Bangalore is no different either. Lavelle road, where the property prices have appreciated the most in Bangalore as per NHB, saw only 161% growth. Mumbai has done a shade better. Lower Parel, Matunga East and Mahim West witnessed 260% growth in the past six years. Appreciation in most other areas of Mumbai ranges from 50% to 150%.

Lack of adequate infrastructural growth in outlying areas of the city is one of the key factors for prices still shooting up in Chennai’s central business district, said Confederation of Real Estate Developers’ Association of India Chennai chapter president Sandeep Mehta. “There is more stress on the core city. There are very few projects coming up within the city, but the demand is many-fold. On the other hand, there are a lot of projects coming up on the outskirts. But people are hesitant to go there because of lack of good connectivity and other infrastructure. People travel long distances, 20km to 30km, in cities like Bangalore and Hyderabad, where infrastructure is fast growing in the suburbs,” he said.

D797A64E5MKW OMR, or Rajiv Gandhi Salai as it is called today, had its origin during the British era, and was laid alongside the Buckingham Canal from Adyar to Muttukadu. The original OMR is still visible in parts as a panchayat road parallel to the existing one. Till 2005, the OMR extended only up to Sholinganallur, and primarily catered to the growth of the IT Sector in Chennai. Most IT Parks came to be developed on this stretch starting with the Tidel Park, and soon, companies like Ascendas, ETL, TEK, DLF, RMZ and others streamed into setting up similar IT Parks which led the road to be re-named IT Corridor stretching from Madhya Kailash up to Siruseri, at a distance of around 35 km. The growth also had its downside when the government and private sector woke up to the realities of the inadequacy of related social infrastructure in that area where the prices of land had skyrocketed, which meant that the whole area came to be developed in an haphazard manner, which continues even till today.

The IT Expressway, a 6-lane project stretching across the OMR is still in limbo, with only Phase I of the project from Madhya Kailash to Siruseri becoming operational. Phase II of the project extending up to Mahabalipuram near Potheri is yet to see daylight. The project has repeatedly been a victim of successive government apathy, cost escalation and land acquisition problems. Nearly 270 million sqft of IT space has been developed on the OMR IT Corridor so far, housing more than 1,20,000 IT/ITES employees at present. This number is set to quadruple to 200,000 with companies from the banking, finance and insurance industries likely to set up office on this stretch in the next 3-4 years.

“Till the beginning of 2005, OMR did not really boast of a plausible social infrastructure, as there was not much of an incentive for developers to pursue large-scale residential projects in that area,” says Muralikrishnan, a Chennai-based realtor. “The IT boom between 2001 and 2007 encouraged IT firms across the country and the globe to set up office on this belt,”he added. In addition, the Government of Tamil Nadu, in order to propel the growth of the IT Sector, has increased the Floor Space Index (FSI) to around 3.75, roughly 1.5 times the prevailing value, for IT-related development projects on certain portions of the belt. Therefore, the incentive to build commercial property augmented even further. This led to the growth of a residential segment beyond Sholinganallur, where the availability of land was adequate and prices reasonable. The slowdown in the IT industry also put a temporary growth in the development of IT parks on the stretch, and the focus shifted back to residential and commercial developments. While certain commercial developments like boutique hotels and shopping malls are expected to do well, the same cannot be said about IT & ITES developments, where there is still an over-supply of more than 4-5 million sqft of commercial IT space with no takers. The increase in residential development beyond Sholinganallur has helped in boosting the region’s social infrastructure. Three reputed schools, namely Hiranandani Upscale School, PSBB Millennium School and Bala Vidya Mandir are located in the area with another 6 schools to be made operational in the next 2-3 years. In the realm of health infrastructure, multiplexes like the Riverside Mall, for instance, are quickly sprouting, making it a more independent and significant entity on the city’s map.

There are currently about 1,20,000 people employed in the IT and BPO companies along this corridor alone. The impetus for real estate development has come from a projection that about an additional 2,00,000 people will be employed in the IT belt in the next 3-4 years. Property prices have risen by 50 percent in the whole belt in the last two years, and an unbelievable 80-100 times more in the last 10 years. In 2000, the cost of a plot in Thoraipakkam was र 15,000, and is र 100 lakh today!

This is the second time that the career guidance program has been organized by MARG Karaikal Port & MSSRF

MARG Karaikal Port Pvt. Ltd. in association with M.S.Swaminathan Research Foundation today organised a Career Guidance Programme at Karaikal for the student community in the district. Mr. Anto Alphonse, IPS, Senior Superintendent of Police, Karaikal graced the occasion as the Chief Guest and released the “Career Guidance Booklet”. The special guest for the programme Captain K.N. Ramesh, Chief Operating Officer, MARG Karaikal Port gave key note address. Others who addressed the inaugural session included Vetrivel Ramadhass, Asstt. Vice President, MARG Karaikal Port and Ms. Nancy J Anabel, Director, IEC, MSSRF, Chennai.

The fair attracted more than 350 students & commenced with the release of “Career Guidance Booklet” – an exhaustive compilation on career options. This booklet provides a detailed insight into various career streams that youngsters from Karaikal & Nagapattinam can pursue. The objective of this booklet is to guide and channelize the resources available with these youngsters in the most optimal manner in tune with their skill sets.

As part of MARG Karaikal Port’s CSR initiatives, this career guidance program has been designed to benefit the students and provide them with valuable and constructive information on higher education, degree and the diploma courses. Having seen the tremendous response to the first edition of the Career Guidance programme held in 2011, MARG Karaikal Port and M.S.Swaminathan Research Foundation have once again joined hands to reach out to the student community of both Karaikal & Nagapattinam region.

Commenting on this initiative, Capt. Ramesh, Chief Operating Officer, MARG Karaikal Port said, “Our strategic collaboration with MSSRF has been continuing since 2011 and is aimed towards holistic development in this region. This collaboration has effectively complemented our community development initiatives being driven through our CSR brand ‘MARG Parivarthan’. Jointly with MSSRF, we have already reached out 20,000 farmers, fisher folk & women SHGs at Nagapattinam & Karaikal region through a unique technology enabled ‘Knowledge connectivity programme’. This career guidance programme is unique as it has opened up a wide range of off-beat courses to the participants in the spheres of Industrial Training Institutes (ITI), Arts & Science, Polytechnic & Technical Education, Catering courses, Marine Biology, Oceanography, Coastal Aqua Culture, Agricultural courses, Veterinary and animal sciences, Engineering courses, Law education, Medicine etc.

Capt. Ramesh also added, “The career guidance programme is mainly aimed towards rural students who have limited opportunities for exposure to the spectrum of educational choices available. A lot of our bright students miss out on lucrative careers on account of this. I am happy that we have been able to contribute fruitfully to the student community in this region.”

Residential prices in Chennai fall for first time in 3 years

Stubbornly high mortgage rates coupled with high real estate prices pushed down NHB Residex – an index used to track the movement of prices in the residential housing segment, for Chennai during the March quarter.
The Residex, developed by the National Housing Bank with inputs from RBI and CSO tracks the movement in prices of residential properties on a quarterly basis since 2007. Chennai’s index for the January-March quarter was 310 as against 314 during October–December 2012. The base year for the calculation of the index is 2007 and the base is 100.

Of the 10 residential zones in the city as computed by NHB, in 6 zones real estate values fell while in one it was unchanged and in three there was an increase. Prices dropped the most in Mylapore, Adyar, Velachery and Thiruvanmiyur by nearly 11% between October-December quarter and January—March quarter.

“Prices were tepid earlier this year. High interest rates forced buyers to hold back purchases. But overall there is a recovery in the markets in the past few weeks as buyers expect a cut in lending rates for home loans.

Residential prices witnessed a rise in Mumbai, Bangalore and Delhi while it dropped in Chennai and Kolkata. “We are witnessing slowdown in sales. This has resulted in developers dropping prices. The Residex was rising for 11 quarters and has dropped for the first time since then.

“Smaller real estate players are in a trap as there isn’t enough bank funding for projects which were linked to cash flows from sales, therefore delaying project completion.
